COASTAL DYNAMICS HAZARD

The analysis of climate exposure to the “Coastal Dynamics” hazard in France is based on 4 territorial indicators:

  • The water level of the centennial sea level

  • The national evolution of the coastline

  • Municipalities covered by a Coastal dynamics prevention plan

  • The number of declaration of natural disaster for Coastal dynamics

 

The combination of this information makes it possible to assess the climatic exposure of an area, compared to the climatic exposure in the rest of France.

Water height in meters

Definition of the indicator: This indicator represents the submerged areas according to different water heights (in m) in the low areas. These heights correspond to a reference centennial sea level (ZBNM100) in the areas concerned.

Data processing: These data are available in cartographic format and have been downloaded as such. They have been checked and corrected if necessary, then processed in symbology according to water levels.

National coastline evolution

Definition of the indicator: The national indicator of coastal erosion corresponds to the evolution of the position of the coastline (in m) on the French coast over a period of at least less than 50 years old. It can represent an advance of the coastline on the sea (positive value) or a retreat of the coastline inland (negative value).

Data processing: These data are available in cartographic format and have been downloaded as such. They have been checked and corrected as needed, then processed with dedicated symbology.

Scope: Metropolitan France

Municipalities covered by a Coastal dynamics risk prevention plan

Definition of the indicator: This indicator indicates whether the municipality is covered by a Coastal Dynamic Natural Risk Prevention Plan, regardless of the type of hazard (coastal progression, marine submersion, recession of the coastline and cliffs).

Data processing: The Gaspar database lists all the Natural Risk Prevention Plans which are prescribed, under review or adopted throughout France, at the municipal level. A selection of the municipalities on the metropolitan territory was made, and a second selection was made to keep only the municipalities concerned by a Risk Prevention Plan for a hazard linked to coastal dynamics.

Number of declaration of natural disaster for Coastal dynamics

Definition of the indicator: This indicator indicates the number of CatNat decrees (declaration of natural disaster) published in each municipality of metropolitan France, for a hazard of the coastal dynamic type (tidal waves and mechanical shocks due to wave action). The Gaspar database lists all CatNat decrees for compensation purposes in the face of natural disasters. In fact, the state of natural disaster recorded by decree may give the right to access cover against the effects of these disasters on the property covered by the insurance contracts. The count of these decrees therefore makes it possible to report on the historical loss experience of the municipality regarding coastal dynamics.

Data processing: The Gaspar database lists all of the CatNat decrees on French territory, at the level of the municipality. A selection of the municipalities on the metropolitan territory was made, and a second selection was made to keep only the municipalities concerned by a Risk Prevention Plan for a hazard related to coastal dynamics. Finally, a count of the occurrence of each municipality was made.
